Clarification on Recent Marion County
Circuit Court Sentences for Minors to Perform Public Service
As of today, it has been reported that Judge Michael D.
McHaney of the Marion County Circuit Court had converted the sentences of
minors who were sentenced to public service work at the animal shelter operated
by the Centralia Humane Society. Due to some concerns brought to the attention
of the Court, those so sentenced will complete their public service work
elsewhere.
The City of Centralia wants to clarify that the animal
shelter to which the Court refers is not the shelter operated by the City of
Centralia located at 853 Woods Lane.The
City’s animal shelter is separate from that operated by the Humane Society and
currently the City does not offer public service for minors.

City Wide Cleanup Week April 26th
through April 30th, 2010
The City of Centralia
would like to announce that this year’s spring city wide cleanup event is
scheduled for Monday, April 26th through April 30th, 2010.The curbside pickup of unwanted household
items will take place on the same day as regular scheduled trash pickup.Items should be set out no more than 3 days
prior to your scheduled pick up day.Participation
is limited to single-family residences, town homes, condominiums and apartments
that do not exceed four units per building.All items are to be placed on the curb by 6 a.m. on the assigned pickup
day.
Any item(s) not longer than 5 feet or more than 50 pounds
left at the curbside at any of the above defined residential units will be
picked up except for the following:
Yard waste, including
grass clippings, leaves, brush and tree material
Household refuse/garbage
that should be put out for normal collection
Large quantities of rocks,
concrete and construction materials including roofing materials, siding
and lumber (no more than a 5 gallon bucket)
Large appliances such as
freezers, refrigerators, stoves, washing machines, dryers, etc. even if
broken up, cut up, crushed or flattened
Tires or cans of paint
Large automobile parts
such as engines and transmissions
Lawnmowers or small
engines which still contain gasoline or oil
DO NOT mix with trash to be picked up on normal
collection days and DO NOT pile items on top of other items.Crews WILL NOT sort through material.If an
unapproved item is on top of an approved item, your items will not be collected.
Residents
are also asked to place smaller items in a container such as a box or a bag.Please consider
recycling any cardboard, glass, aluminum and paper products at Clean &
Green’s RecyclingCenter located on West McCord Street.
All items must be at the curb by

Collection Routes Change in October
Effective October 5, 2009 collection routes for garbage, refuse yard wastes and city wide cleanup will change for some citizens in Centralia. Veolia ES Solid Waste Management L.L.C. will be implementing the new collection routes in efforts to improve service delivery and expedite collection processes. The north eastern portion of the City will begin to receive collection services on Monday. These will be streets north of McCord Street and east of the Canadian National Amtrak. Tuesday collections will be west of the Canadian National Amtrak and north of Seventh Street. Wednesday routes will be streets west of Lincoln, south of McCord and north of Calumet. Thursday routes will be the south east portion of the City collecting streets south of McCord Street and east of Lincoln Boulevard. Friday collections will be streets south of Calumet and west of Pleasant Street.

Veolia to Provide Garbage, Refuse and Yard Waste Services to the Citizens of Centralia
Veolia ES Solid Waste Management L.L.C is now the City’s provider for garbage, refuse, and yard waste services. Veolia Environmental Services (VES) is a global corporation and the world’s largest waste services company with 105,000 employees in 42 countries. With a regional office based in Evansville, Indiana, Veolia provides collection services to residential, commercial and industrial customers in Indiana, Kentucky and Illinois. Citizens will receive the same collection services as previously experienced through Midwest Waste with the provision of trash collection, yard wastes, leaf vacuuming services and large item pickups. Services with Veolia commence August 18, 2009 with all collection days remaining the same. Residents are encouraged to have their garbage items placed out for collection before 6:00 a.m. on their respective collection days as pickup times may vary from the previous provider’s schedule. Yard waste services will begin August 24, 2009 and pickups will be the same day as trash collection. Limits on bundled limbs and yard wastes remain the same, with bundles not to exceed 4 feet in length. Veolia will accept large items on any regularly scheduled collection day but ask residents to call one day before their collection date so that crews are aware and prepared. No Yard Waste Pickup for the Week of August 17-21
The City of Centralia and contractor Midwest Waste will not be collecting yard waste for the week of August 17-21. Citizens will still receive trash collection services for these dates and yard waste collection will resume the following week of Monday, August 24.
Certified Local Government
The City of Centralia is pleased to announce that the City has recently acquired Certified Local Government (CLG) status. This past winter, the City of Centralia and the Centralia Preservation Commission applied to acquire CLG status from the Illinois Historic Preservation Agency (IHPA) in order to better serve the interests of those who value the preservation of our historic landmarks and buildings. Obtaining CLG Status would enable our Commission to participate in the various training and educational opportunities that come from belonging to a larger network of preservation commissions within the State. Furthermore, the financial resources available from IHPA would help assist in the implementation of our local preservation programs. Owners of historic homes or buildings can apply for the property tax assessment freeze program and tax credits through the IHPA.

Leaf Vacuuming for Fall Season to End on
December 12, 2008
A & D Disposal will finish up the leaf vacuuming service
for the Fall season, which commenced on Monday, October 13, 2008, as of Friday, December 12, 2008.If you have leaves after this date you are
asked to bag those in approved landscape waste bags.A&D will continue to collect landscape waste
and limbs each week throughout the year in approved bags.These bags can be placed next to your garbage
for collection.City Manager Grant Kleinhenz stated, "The City appreciates
everyone’s cooperation in raking their leaves and using the service.Very few problems were encountered and those
that were found were corrected.The City
also appreciates the fact that the leaf burning restrictions and guidelines
have been followed for the most part by citizens.We hope to continue improvement in the leaf
collection service during 2009".

Trick or Treat Night
Mayor Rebecca Ault would like to announce that this year’s Trick-or-Treat Night for the City of Centralia will be on Friday, October 24th from 6 to 8 p.m. for children 12 years of age and under.Please be aware that rain does not cancel Trick-or-Treat; parents are urged to use their own judgment if inclement weather is present.
A & D Disposal to Commence with Leaf Vacuuming for Fall of 2008
A & D Disposal will start the leaf vacuuming service for City residents of Centralia as of Monday, October 12, 2008.The vacuuming service will last until December 5, 2008.The service will follow established routes that were used in the spring 2008 (see website at www.cityofcentralia.org for map).The usual landscape waste and limbs will continue to be collected every week in approved paper bags.
The following are simple rules that we ask each resident to follow to make the process as smooth as possible:
1. Please rake your leaves to within four (4) feet of the curb but DO NOT place leaves on the street or in the gutter as they will clog the storm drains.
2. Please DO NOT place leaves behind or near obstacles such as mailboxes, trees, hedges, fences, etc.If there are any obstacles preventing your leaves from being picked up, they WILL NOT be picked up.
3. Please avoid parking vehicles in front of piles of leaves on the day that they are to be collected.The vacuum trucks require a MINIMUM of forty five (45) feet of curb access to safely operate.If a vehicle blocks access to the leaves, they WILL NOT be picked up.
4. Please DO NOT mix trash, yard waste such as limbs, weeds, grass or any other material with the leaves.Yard waste mixed with leaves causes safety concerns and equipment malfunction.These items should be placed in approved paper bags for weekly collection or bundled properly.
Due to the noise created by the leaf vacuuming, leaf collection will generally begin at 7:00 am and will end by 6:00 pm, Monday through Friday.If for any reason your leaves are not picked up on the regularly scheduled day (due to weather, equipment malfunction or a holiday) they will be picked up on that Saturday.A & D Disposal and the City of Centralia are committed to making this process successful and ensuring that a quality service is provided.If you have any concerns, feel free to call City Hall at 533-7622, Public Works at 533-7640 or A & D Disposal at 548-9908.

ACQUISITION OF NEW FACILITY
On July 14, 2008 Hawkins, Inc. (Nasdaq:HWKN) announced the purchase of a 77,000 square foot facility on 10 acres in Centralia.The facility will be primarily used for expansion of the Company’s lactate and other food ingredient manufacturing capacity within its Industrial Group, with the Water Treatment Group using the location as a branch office for its operations as it expands its geographic coverage.It is expected that the facility will be fully operational in the summer of 2009.
Chief Executive Officer, John R. Hawkins, commented, "We have enjoyed significant growth in the volumes of our manufactured specialty food products.As we searched for new capacity and strived to be closer to our raw material suppliers and customers for this product line, we are pleased to have found this existing structure in this strategic location.This acquisition will ultimately allow us to free up capacity at our Minneapolis site for other business growth opportunities."John Sevenich, Vice President-Industrial Group, added, "The facility has everything we need, including adequate rail car siding capacity, which is critical to keeping our supply transportation costs down.We intend to have a state-of-the art specialty chemical manufacturing facility when we are finished with the build-out of this site."
